The UK and US have finalized a key trade agreement that will maintain zero levies on British drug shipments entering the US market.

Key Provisions of the Deal

In exchange for the tariff guarantee, the UK has agreed to increase funding on pharmaceuticals through the public health system. This commitment guarantees that tariffs on these key goods will be held at zero for a duration of the next three years.

This agreement is in response to recent statements to hike import taxes on branded drug products, with potential rates mentioned as high as 100%.

"This deal with the Britain reinforces the global environment for cutting-edge drugs and introduces much-needed equity to U.S.–U.K. drug exports," an announcement noted.

Trade Significance

Medicines are one of the Britain's largest export categories to the America, which is easily the largest market for major UK drugmakers.

Trade data reveal that in the one-year period leading up to September, the UK shipped pharmaceutical products totaling billions to the US. This figure accounted for 17.4% of total UK exports in that period.

"This guarantee safeguards employment, increases funding and paves the way for the UK to emerge as a international leader for medical research," a minister commented.

Specific NHS Changes

The pact involves several specific changes from the UK:

  • Price Threshold Increase: The UK will lift the price threshold at which it considers new therapies to be too expensive by 25%.
  • Higher Drug Budget: There is a goal to double overall public funding on treatments from 0.3% of the national economy to 0.6 percent over the following ten-year period.
  • Rebate Cap: The amount manufacturers must pay back to the NHS to control costs will be restricted at 15%. In the past, refunds exceeded twenty percent.

Broader Context

The deal takes place against a ongoing dispute between the drug companies and the UK government over spending levels and regulatory access.

These tensions were exacerbated by claims that American customers were charged a premium for the same drugs than consumers in the UK and Europe.

Recently, several major pharmaceutical investments in the UK have been halted or cancelled, while major funding commitments have been directed toward US facilities.

A senior figure publicly accepted that the NHS must invest a greater share on drugs, noting that its budget allocation on drugs had declined as a share of its total funding over the last ten years.
